The aim of this study is to evaluate the relationships between European Union and Latin America through the analysis of two cooperation programmes – EUROSOCIAL and EUROCLIMA – which are promoted by EuropeAid, a new Directorate–General responsible for designing EU development policies and delivering aid through programmes across the world. The first part deals with the attempts to integration and the origins and evolutions of the regionalism process in Latin America. Secondly, the elaborate will provide a detailed analysis of EU and MERCOSUR relationships based on Interregional Framework Cooperation Agreement and the EU-CELAC action plan. The third and last part will focus on development and cooperation in Latin America countries and, in particular, on the impacts that EUROCLIMA and EUROSOCIAL programmes have being having in the area.
