Industrial policies are a main tool to coordinate government measures aiming at achieving growth and competitiveness by changing the economic structure of a country. Even though literature has many successful examples of industrial policy applications, it presents also several critics. The main reason is represented by government failures. Through a case study in Sweden, I will explain why civic engagement represents both a solution to government failures and a strong mean to formulate and implement industrial policies for innovation.

Abstract
