This thesis examines how the Creative Europe programme responded to the war in Ukraine between 2022 and 2025, focusing on financial support to third parties (re-granting), the mechanism that allows transnational consortia to redistribute part of the EU grant through secondary open calls addressed to local recipients. The research asks whether these adaptations actually reached less structured cultural actors, or whether they selected already institutionalised counterparts. The enquiry is based on documentary analysis at three levels: the legal and discursive framework of EU external cultural relations and the change in Ukraine's status; the design of the dedicated calls (CREA-CULT-2023-COOP-UA and CREA-CULT-2025-COOP-UA), compared with the ordinary instruments of the CULTURE strand; and the funded projects that operated redistribution, ZMINA: Rebuilding and Culture Helps, for which consortium composition, design of the secondary calls, profile of final recipients and the role granted to communities are reconstructed. The analysis of the instruments shows that the eligibility regime for direct beneficiaries does not change, and that opening access downwards is achieved through stringent selection upwards: the access barrier is not removed but transferred to the level of the intermediary consortia. The analysis of the projects tests how far declared objectives and actual outcomes diverge.
