This thesis is situated within the context of cultural funding in Italy, where banking foundations play an increasingly important role in allocating resources through competitive grant schemes. In this setting, an organisation’s ability to respond effectively to selection criteria can influence its development opportunities, while evaluation committees are required to assess complex projects across heterogeneous and interdependent qualitative dimensions. To address these challenges, the study develops a hybrid decision-support model for the evaluation of cultural projects applying to the Fondazione di Venezia's Cultura 2026 Grant Programme, combining the Absolute Analytic Hierarchy Process (AHP) and the Choquet Integral. The two methods operate at different levels of the evaluation hierarchy: AHP is used to estimate the weights of sub-criteria through pairwise comparisons, while the Choquet Integral performs the final aggregation of the three main criteria, making it possible to account for interactions that cannot be captured by a purely additive approach. The model was calibrated through a questionnaire administered to a panel of five experts from the cultural sector. Their judgments were used to estimate both the local weights of the sub-criteria and the capacities required by the non-additive measure. The model was subsequently applied to Malia, a project proposed by Spazio SV in Venice and submitted to the Cultura 2026 Grant Programme. The analysis adopted a dual perspective, considering the model both as a simulation of the evaluation committee’s decision process and as a self-assessment tool for the applicant. This approach made it possible to identify the project's positioning with respect to the grant criteria as well as the areas requiring improvement. The application revealed synergistic relationships among the main criteria and showed that the Choquet Integral may generate evaluations that differ from those obtained through a weighted average, depending on the preference structure of each expert. From a self-assessment perspective, the model also identified dimensions in which the project underperformed relative to its potential, providing indications for strengthening the application. The findings confirm the potential of the hybrid model to provide an evaluation more consistent with the complexity of cultural projects than traditional additive approaches, while also acknowledging the structural and contextual limitations that affect its application.
La presente tesi di laurea si inserisce nel contesto del finanziamento alla cultura in Italia, dove le Fondazioni di origine bancaria svolgono un ruolo crescente nell'allocazione delle risorse attraverso bandi competitivi. In questo scenario, la capacità di un'organizzazione culturale di rispondere efficacemente ai criteri di selezione può influenzarne le opportunità di sviluppo, mentre la commissione valutatrice è chiamata a esprimere giudizi complessi su dimensioni qualitative eterogenee e tra loro interagenti. A partire da queste esigenze, l’elaborato sviluppa un modello ibrido di supporto alle decisioni per la valutazione di progetti culturali candidati al Bando Cultura 2026 della Fondazione di Venezia, combinando il metodo AHP (Analytic Hierarchy Process) nella sua variante assoluta e l'Integrale di Choquet. I due metodi operano a livelli distinti della gerarchia valutativa: l’AHP per la stima dei pesi dei sotto-criteri tramite confronti a coppie, l’Integrale di Choquet per l'aggregazione finale dei tre criteri principali, consentendo di modellare le interazioni tra criteri che un approccio puramente additivo non è in grado di rappresentare. Il modello è stato calibrato mediante un questionario somministrato a un panel di cinque esperti del settore culturale, dai cui giudizi sono state stimate le capacità delle misure non additive e i pesi locali dei sotto-criteri. Succesivamente, il modello è stato applicato al progetto Malia dello Spazio SV di Venezia, candidato al Bando Cultura 2026, assumendo una duplice prospettiva: simulare il processo valutativo della commissione e supportare l’autovalutazione del proponente. Ciò ha permesso di individuare sia il posizionamento del progetto rispetto ai criteri del Bando sia le dimensioni su cui intervenire per rafforzare la candidatura. L'applicazione del modello ha evidenziato una struttura sinergica tra tutti i criteri principali e ha mostrato come l'Integrale di Choquet possa produrre valutazioni che si discostano dalla media pesata in funzione del profilo di preferenze di ciascun esperto, rendendo visibili le interazioni tra criteri che un modello additivo non è in grado di cogliere. In prospettiva autovalutativa, il modello ha inoltre identificato le dimensioni nelle quali il progetto risulta sottoperformante rispetto al proprio potenziale, orientando possibili interventi di rafforzamento della candidatura. I risultati confermano il potenziale del modello ibrido nel fornire una valutazione maggiormente aderente alla complessità dei progetti culturali rispetto ai tradizionali approcci additivi, pur riconoscendo i limiti strutturali e contingenti che ne caratterizzano l'utilizzo.
