The work proposes a mathematical model for the italian taxi sector. The aim is to better understand the mechanisms driving the taxi market and to propose some insights into policies that local municipalities could adopt to improve the taxi service. The study begins with a thorough analysis of the current Italian legislation governing the taxi sector. Followed by an exstensive demand and supply analysis, to determine whether the service is adequately provided in major municipalities. This, coupled with a cross-country analysis of fares, to asses the level of prices for the service, completes the first part. Subsequently, a mathematical model of the taxi market is developed, implementing congestion as an edogeneous factor and using a general equilibrium approach to find its solution. Finally, using the municipalities of Rome, Milan and Naples as reference cases, the model is tested, using simulations to find the optimal amount of licenses to issue and the optimal tariff to adopt. Based on these results, various policy interventions are proposed.
Il lavoro propone un modello matematico per il settore dei taxi in Italia. L’obiettivo è quello di comprendere meglio i meccanismi che guidano il mercato dei taxi e fornire alcune indicazioni sulle politiche che i comuni locali potrebbero adottare per migliorare il servizio. Lo studio inizia con un'analisi approfondita della legislazione italiana che regolamenta il settore. Successivamente, viene effettuata un'analisi approfondita della domanda e dell'offerta per determinare se il servizio sia adeguatamente fornito nelle principali città italiane. A questa, si aggiunge un'analisi comparativa dei prezzi dei taxi a livello europeo, per valutare il livello delle tariffe applicate. Successivamente, viene sviluppato un modello matematico del mercato dei taxi, introducendo la congestione come fattore endogeno e utilizzando un approccio di equilibrio generale per trovare la sua soluzione. Infine, utilizzando i comuni di Roma, Milano e Napoli come casi di riferimento, il modello viene testato tramite simulazioni per determinare la quantità ottimale di licenze da rilasciare e la tariffa ottimale da adottare. Sulla base di questi risultati, una serie di indicazioni circa le policy da adottare vegono proposte.
