In the digital age, data have become central to the global economy, functioning both as a valuable resource and as a catalyst for innovation and the economy itself. This thesis analyses the evolution of the European Union's data regulatory landscape, focusing on the transition from data protection to data governance. It critically examines the implications of this transition, highlighting the balance between individual rights and collective benefits in the data-driven economy. The thesis concludes with a critique of the European Union's ambition to become a global leader in data governance and in the data-driven economy. It argues that, although the DGA represents an interesting attempt in the European regulatory framework, its success, at the time of writing, is uncertain due to the possible drifts involved.
